To ensure that the league provides a safe environment for players and volunteers Hampshire Youth Rugby League Association has outlined a set of minimum requirements in conjunction with the Rugby Football League.
These requirements are intended to make starting a club as easy as possible without compromising safety.
Clubs or teams wishing to join the league must meet the following criteria:
1 x Qualified team coach aged 18+
1 x Training venue
1 x Signed Volunteer Coaching Agreement
1 x Club Contacts List
1 x Team Registration Form
1 x Payment of Membership & insurance fee
10 x Players (minimum)
We will accept team applications from:
Hampshire
Isle of Wight
Dorset
Wiltshire
Oxfordshire
Surrey
Priority will be given to applications that reduce travel distances for existing clubs.

JOINING CRITERIA IN DETAIL:
QUALIFIED TEAM COACH - aged 18+
The RFL requires each team to have a qualified rugby league coach in charge of every training session and present at games.
To coach independently coaches must be aged 18 or over, otherwise they must be supervised by a Level 2 coach aged over 18, or by a teacher.
Level 1 certificates are acceptable for the current HYRL competition structure which consists of 10-a-side games.
Coaches do need a level 2 qualification in order to coach 13-a-side games so it is worth considering this option if you plan to older age groups or open age rugby.
If you wish to start a team but you are not qualified yet HYRLA may be able to assist with course fees. Please contact HYRL for details of how to proceed.
TRAINING VENUE
Because all fixtures are held centrally teams can train almost anywhere, from a public park to a school or council football pitch. Clubs do not need to be based at a rugby club or their own ground until they, and the league itself, are much more established.
VOLUNTEER COACHING AGREEMENT
Supplied by HYRLA when you agree to join the league this short document simply states that each coach will provide a minimum number of training sessions during the season and attend each fixture.
CLUB CONTACTS LIST
This short registration form provides HYRL with a record of your club's main volunteers and their contact details.
We will use the club related information to update our website and The RFL's club finder tool which enables new players to find their nearest team.
TEAM REGISTRATION FORM
Use this form to tell us how many teams you are entering and to work out the total registration fee for your club to join HYRLA.
MEMBERSHIP AND INSURANCE FEE
HYRLA charge all newly formed clubs a £50 joining fee, this includes entry into the league for one team. Additional teams are charged at £25 each.
HYRLA charge a joining fee to help cover the costs of running the project and provide a fund to cover any unforseen circumstances.
The RFL covers the insurance of newly formed clubs free of charge except for a £6.00 Death by Natural Causes premium.
After the first year clubs will be required to pay their insurance directly to the RFL.

To help make it as easy as possible for new teams to get started the 10-a-side format meanS teams need just 10 reliable players, however we recommend a squad size of between 15-20 players per team.
